The Ministry of Information and Communication (MIC) issued a Draft Circular on November 27, 2023, amending Circular 04/2023/TT-BTTTT. Updates to the list of ICT products requiring type approval certification and/or SDoC include:

  • Addition of new and updated standards:
    • QCVN 117:2023/BTTTT, replacing QCVN 117:2020/BTTTT for WWAN devices
    • QCVN 55:2023/BTTTT, replacing QCVN 55:2011/BTTTT for SRDs
    • QCVN 132:2022/BTTTT on safety for Tablets, Laptops, Desktop Computers, TVs, Set-Top Boxes, DECT Phones
    • QCVN 110:2023/BTTTT, replacing QCVN 110:2017/BTTTT for E-UTRA Base Stations
    • QCVN 111:2023/BTTTT, replacing QCVN 110:2017/BTTTT for E-UTRA Repeaters
  • Mandatory extreme test conditions reinstated for some QCVNs previously suspended under Circular 10:2023/TT-BTTTT.
  • QCVN 124:2021/BTTTT will no longer apply to vehicle radars; only QCVN 18:2022/BTTTT will be applied.
  • QCVN 55 is no longer required for wireless chargers with HS codes 8504.40.19 and 8504.40.90; only QCVN 96:2015/BTTTT will apply.
  • QCVN 47:2015/BTTTT will replace specialized QCVNs that cannot be locally tested for many maritime products.
  • TVs using the same chassis may share test reports for the SDoC process under QCVN 63:2020/BTTTT.
  • Performance requirements and extreme condition testing are not required for QCVN 128:2021/BTTTT for 5G NR Base Stations.

The Draft Circular is expected to come into effect on April 1, 2024.
