The Minister for the Digital Economy and Communications of New Zealand issued a Statement of Government Policy and Directions on May 17, 2023. The policy emphasizes competition in communication services and compliance with International Radio Regulations in licensing and spectrum planning.

Under clauses 8 and 9, new radio licenses will not be granted for the following frequencies until a final decision is made on their long-term uses:

  • 184–210 MHz
  • 1427–1525 MHz
  • 1730–1740 MHz
  • 1825–1835 MHz
  • 1900–1910 MHz
  • 2370–2395 MHz
  • 5875–5925 MHz

Exceptions may be made through short-term licenses to maintain existing coverage, enable service transitions, demonstrate new technologies, or support specific short-term events.
