Mexico has announced significant amendments to its Customs Law, published on November 19, 2025, introducing stricter requirements and tougher penalties for customs compliance.
Key changes include:
- Enhanced accountability for customs brokers and agencies in managing documentation and ensuring accurate tariff classification and compliance with non-tariff regulations.
- Stronger consequences for errors or non-compliance, including:
- Penalties for failing to meet non-tariff regulations or countervailing duties increased from 70%–100% to 250%–300% of the goods’ commercial value.
- Fines for inaccurate or incomplete import documentation — such as incorrect HS code declarations — have doubled, now ranging from $53,500 to $106,970 MXN.
- Penalties for failing to meet non-tariff regulations or countervailing duties increased from 70%–100% to 250%–300% of the goods’ commercial value.
These reforms will take effect January 1, 2026, signaling tighter enforcement as products enter the Mexican market.
