Mexico has issued further clarification on the Customs Law reform originally published on November 19, 2025, outlining stricter enforcement measures at Customs.

Under the updated approach, NOM compliance will be verified at Customs for all relevant HS codes, with tighter checks on commercial information and reduced flexibility. Non-compliant shipments may face retention, fines, or seizure. Importers are advised to ensure NOM certification and proper labeling prior to shipment, with HS codes correctly listed on NOM certificates.

From January 2026, Customs Agents will closely review certificate details—including product, brand, model, origin, shipment country, and HS code—to ensure full consistency. Given limited public access to updated HS code lists, coordination with Customs Brokers or importers is strongly recommended to avoid delays and penalties.
