Mexico has moved forward with stricter enforcement following the Customs Law reform published on November 19, 2025. Under the amended rules, imported devices that do not meet NOM labeling requirements may be seized and subject to fines ranging from 250% to 300% of the product’s commercial value.

To avoid penalties, importers are advised to ensure that product labeling complies with applicable NOMs at the country of origin, provide a Certificate of Conformity (CoC) or Dictamen de Cumplimiento issued by an accredited Unidad de Inspección (UVA), and verify tariff classifications and relevant standards in advance.
