Brazil’s Agência Nacional de Telecomunicações (ANATEL) opened Public Consultation No. 12/2025 on November 26, 2025, inviting input from the public, experts, and the telecommunications sector on proposals to modernize and strengthen the security of homologation seals used on products such as mobile phones, routers, drones, and other telecommunications equipment. The initiative follows the identification of potential weaknesses in the current seal model.
The proposed changes aim to deter fraud and prevent the entry of untested equipment by introducing more secure marking solutions, including complex visual elements, special inks, encrypted data, and other security mechanisms applied through seals and alternative marking methods such as direct printing, QR codes, and electronic labels (e-labels). The consultation is open for comments until February 4, 2026.
