The Ministry of the Economy (MOE) in Israel has updated its import compliance framework, shifting Safety and EMC responsibility from the MOE and designated labs to importers. Since 2022, three local labs accredited by MOE have been authorized to test certain product categories, with national differences limited to Hebrew labeling, safety information, and adaptation to the Israeli AC power grid.
Products previously in Import Group 1 (requiring full model approval and per-shipment lab checks) have been reclassified into Group 2 (model approval and declaration per shipment) or Group 3 (declaration only). Importers had been able to choose between accredited lab testing or applying for exemptions for Group 2 products.
As of July 7, 2024, MOE has stopped granting exemptions and now relies on random surveillance to monitor compliance. Many products with CB and EMC reports from accredited labs have been found non-compliant in local lab checks due to issues with labeling, EMC, grounding, and electric strength. Approve-IT advises continuing to test samples at MOE-accredited labs to avoid customs delays and penalties.
