Mexico’s Comisión Reguladora de Telecomunicaciones (CRT) published an agreement on January 6, 2026, approving and issuing the Programa Anual de Uso y Aprovechamiento de Bandas de Frecuencias 2026 (PABF 2026).

The PABF 2026 includes the 600 MHz band for 5G coverage and the 10/37 GHz band for fixed wireless internet. However, these measures do not replace the need for a competitive 5G spectrum auction with realistic pricing and clear regulatory rules. Mexico is currently at a critical stage, as no 5G spectrum auction has yet been carried out.

The Instituto Federal de Telecomunicaciones (IFETEL) cancelled its most recent tender in 2025, placing the process on hold. CRT held a meeting last week to discuss preliminary plans for three spectrum tenders, contributing to regulatory uncertainty and raising concerns about delays in meeting the needs of industry, government, and consumers.

Uncertainty surrounding 5G may also affect Mexico’s ability to benefit from business relocation trends. Without clear rules, investment may slow and technological gaps may continue to widen.

While 2026 marks the beginning of 5G operational use in Mexico’s industrial sectors, its success will depend on regulatory certainty, appropriate spectrum pricing, and sustained investment by operators. Without these conditions, Mexico risks lagging behind in global industrial digitalization.
