The Ministry of Science and Technology (MST) has issued QCVN 135:2024/BTTTT, the national technical regulation outlining baseline cybersecurity requirements for Internet Protocol (IP) surveillance cameras. The standard aligns with ETSI TS 103 701 V1.1.1. Beginning January 1, 2026, all imported IP cameras must obtain local test reports according to this new standard. From February 15, 2026, QCVN 135:2024/BTTTT will be applied to testing, type approval certification, and declarations of conformity. Guidance documents for type approval and DoC procedures have not yet been released.
